Montecito is an unincorporated community, not a city. There is no city council and no mayor, and that single fact drives most of what surprises buyers coming from elsewhere. Land use and building permits run through Santa Barbara County Planning and Development rather than a city planning counter. The Montecito Planning Commission, a five-member body whose members must live in the Montecito planning area, acts as the local planning agency for most area applications under the Montecito Community Plan, and it meets on the third Wednesday of the month. The Montecito Association is often mistaken for a government body; it is an independent member-funded nonprofit that advocates for residents and holds no regulatory authority.

Fire, water and sewer are each a separate special district here rather than a county or city department, and getting this right matters more than almost any other local detail. Montecito Water District was organized in 1921 by resident vote. Montecito Fire Protection District dates to June 20, 1917. Montecito Sanitary District was organized in 1947 and serves much, though not all, of Montecito, so some parcels remain on septic. Confirm which districts serve a specific parcel before you write an offer.

Locals split the area into the Upper Village and the Lower Village. It is an informal distinction with no legal boundary, but it is consistent and useful. The Lower Village centers on Coast Village Road, the primary walkable commercial corridor of restaurants, boutiques and galleries, and it sits closest to the beach and the Santa Barbara city line. The Upper Village centers on the San Ysidro Road intersection farther inland, home to the post office and smaller boutique retail, quieter and more residential, with more properties reached by car than on foot.

Hazard history is part of due diligence here. On January 9, 2018, three weeks after the Thomas Fire burned the watershed above town, debris flows came down several canyons and 23 people were killed. Mitigation since then has added expanded debris basins, including a new Randall Road basin, and flexible steel ring nets across several upper canyons, which means trail access in Cold Spring, San Ysidro and Romero canyons can be seasonally affected by hazard work. On the open-space side, Manning Park at 449 San Ysidro Road has been a Santa Barbara County park since it was donated from a private estate in 1935, and the Cold Spring Trail runs 9.4 miles into Los Padres National Forest, easy for its first mile and a half and strenuous from there to Montecito Peak.
