Summerland is an unincorporated Santa Barbara County community on the South Coast between Montecito and Carpinteria, split by U.S. Highway 101 and small enough that the 2020 Census counted 1,222 residents, down from 1,448 in 2010. There is no city government. Development questions run through Santa Barbara County Planning and Development under the Summerland Community Plan, whose planning area is bounded roughly by Ortega Ridge Road on the west, the Montecito Planning Area to the north, Padaro Lane to the east and the Pacific to the south.

The Coastal Zone is the operative fact for most parcels here. The County's plan materials indicate that most of the Summerland planning area sits inside it, which changes which approvals a project needs, and bluff, view-corridor and hillside constraints are parcel-specific rather than community-wide. The County's own guidance directs applicants to confirm required permits with Planning and Development staff before assuming any project needs only a building permit.

Sewer service is its own special district, and it is small. The Summerland Sanitary District serves the community with roughly 472 wastewater connections per LAFCO's reporting, so confirming that a specific parcel is connected, rather than on septic, belongs on any due-diligence list here.

The history is genuinely unusual: founded in 1888 as a Spiritualist colony, Summerland later became the site of the world's first offshore oil wells, and it has run on a different regulatory track than its incorporated neighbors ever since. Today that history mostly matters as context for why parcel records, easements and jurisdiction lines here reward careful reading.
