Decades later, when the estate's eastern 22 acres came up for development, the county signed off on a guarded enclave called Sea Meadow in 1987 — 27 privately owned parcels of single-family houses, run by its own homeowners association rather than Bonnymede's. Along this same stretch of coast, California's public-trust rule applies: sand seaward of the average high-tide mark stays open to the public no matter what private development sits above it, and the Coastal Commission has proven willing to enforce that line — a 2019 order stripped ropes and security barriers from the beach at neighboring Miramar, backed by penalties running $30,000 per day. Just to the west, the Biltmore — Montecito's landmark Four Seasons hotel — closed in spring 2020 for a long-running overhaul, and no reopening date has been announced.
