Westlake Village Neighborhoods & Living Guide
Westlake Village is a built-out, master-planned lake community of about 20 neighborhoods wrapped around a man-made lake completed in 1969. Buyers here choose between genuinely different products: lakefront and lake-access homes on Westlake Lake, the North Ranch golf-course neighborhoods, and 1960s-70s tract neighborhoods where nearly every home answers to its own CC&Rs. Almost nothing new gets built, so every purchase is a resale and the HOA's rules and finances matter as much as the house. The one thing the address won't tell you is which schools and services you get: the Los Angeles/Ventura county line runs through the community and even through the lake, so homes on the LA County side feed Las Virgenes Unified (Agoura High) while the Thousand Oaks side feeds Conejo Valley Unified (Westlake High). Moving to Westlake Village
Outdoor life in the incorporated city runs through seven City-operated parks (Berniece Bennett, Canyon Oaks, Foxfield, Russell Ranch, Three Springs, Westlake Village Community Park, and a dedicated dog park) with Community Park open 6 a.m. to 9 p.m. year-round and several of the others on dawn-to-dusk hours. Just across the county line, the Conejo Recreation and Park District has served the valley since 1963, maintains more than 50 parks and 1,000-plus acres, and jointly runs the Conejo Open Space Conservation Agency's network of more than 140 miles of trail, including the roughly 25-mile Los Robles Trail reaching toward the Westlake area. Westlake Lake itself stays privately governed regardless of which side of the line a home sits on: the 125-acre lake, filled in 1969, is run by the nonprofit Westlake Lake Management Association through a 33-member elected board and a registration-based access system, so proximity to the water doesn't automatically come with boating or dock rights.

Do I need to check fire hazard risk before buying in Westlake Village?
Yes. CAL FIRE issued a statewide Fire Hazard Severity Zone map update on March 24, 2025, and zone designations can vary parcel by parcel even within the same neighborhood. Check the specific address against CAL FIRE's own Fire Hazard Severity Zone viewer before closing rather than relying on general area reputation.
Will a remodel or addition need more than a standard city building permit?
Often yes. Nearly all of Westlake Village's 20 recognized master-planned neighborhoods are governed by their own CC&Rs, so a renovation can require homeowners-association or architectural-review approval on top of any city permit. Confirm the specific neighborhood's CC&R and design-review requirements before planning a project.
Which schools will my kids attend, and how are they rated?
It depends on which side of the county line the address sits on. The Los Angeles County/incorporated-city side feeds Las Virgenes USD, White Oak Elementary (GreatSchools 8/10), Lindero Canyon Middle, and Agoura High (GreatSchools 9/10). The Ventura County/Thousand Oaks side feeds Conejo Valley USD, whose schools carrying the Westlake name include Westlake Elementary, Westlake Hills Elementary, and Westlake High School (GreatSchools 10/10, about 1,900 students). Because the two districts sit so close together here, pull up each one's own attendance map for the exact address rather than guessing from the street name.
How much freeway noise or access difficulty should I expect near a listing?
It varies by which side of the line the home is on. The incorporated city has only one freeway exit, Lindero Canyon Road, serving it directly off U.S. 101. On the Thousand Oaks side, State Route 23 (signed as Westlake Boulevard through this stretch) runs concurrently with U.S. 101 for roughly 2 to 2.5 miles, and that side has additional interchange points such as Lynn Road and Wendy Drive. Walk or drive a listing near the 101/SR 23 interchange in person to judge freeway noise before making an offer.
