Golf-course country-club development at North Ranch and Sunset Hills followed through the 1970s, and master-planned building continued into the 1980s and 2000s at the city's edges. The general law city that grew up around this patchwork runs a council/manager government and contracts for police service through the Ventura County Sheriff's Office rather than operating its own department, worth knowing since day-to-day services trace back to the county rather than a city police force.
