On qualifying slopes, cut-and-fill grading can't exceed a 2:1 ratio without a certified geotechnical study backing a steeper cut, and disturbed ground has to be restored to 70 percent native-plant cover before the grading is signed off. It's a slope-based rule, not a neighborhood-based one — flatter parts of town aren't subject to it.

Do Ventura's neighborhood councils match the city council voting districts?
Not automatically. The city recognizes seven resident-run Neighborhood Community Councils, and the city itself notes that these council boundaries don't perfectly match the boundaries drawn for its seven voting districts on the City Council.
