Woodland Hills is not its own city, it's an unincorporated neighborhood of the City of Los Angeles, with no separate city hall or mayor, represented on the Los Angeles City Council by District 3. Its edges run against West Hills and Canoga Park to the north, Winnetka along that same line, Tarzana across the eastern boundary, the Santa Monica Mountains rising directly to the south, and Calabasas and Hidden Hills across the western edge. US-101 crosses the community east-west, and Topanga Canyon Boulevard, designated State Route 27, cuts across it north to south; Ventura Boulevard's own western end sits at Valley Circle Boulevard here. The southern edge climbs into foothill terrain along the Santa Monica Mountains, with access toward Topanga State Park. LAUSD serves the area, though local campuses answer to two separate school-board districts.
