Living in West Hills
West Hills is a City of Los Angeles neighborhood in the western San Fernando Valley without its own municipal government. Most of it sits in the Canoga Park-Winnetka-Woodland Hills-West Hills Community Plan Area, whose plan was last updated in 1999, but the neighborhood splits: per a West Hills Neighborhood Council notice, the portion north of Roscoe Boulevard falls under the Chatsworth-Porter Ranch plan instead.
That split means two different plan documents govern West Hills parcels depending on which side of Roscoe they sit, an unusually concrete reason the neighborhood label cannot answer a zoning question. City-planning boundaries, neighborhood-council boundaries, ZIP areas and Census geographies are all different lines here, and none of them is a legal parcel or service boundary.
Adjacent Warner Center runs under its own 2035 Specific Plan with Council District 3 and the South Valley Area Planning Commission identified for its geography, and the packet warns against generalizing that plan's rules beyond its mapped area. Permits are LADBS matters citywide.
