Living in Canoga Park
Owensmouth was the original name, and the street grid still shows the 1912 townsite that preceded almost everything around it. Today Canoga Park has no city hall: Los Angeles handles its land use, filed under a plan area it shares with Winnetka, Woodland Hills and West Hills, and its councilmember sits in District 3.
Permits are a citywide LADBS matter: the Department of Building and Safety issues building permits, performs plan checks and conducts inspections through its development services centers. Fire protection comes from the Los Angeles Fire Department's Valley Bureau, the geographic bureau covering the San Fernando Valley.
The habit worth forming early is separating identity from authority. Canoga Park names a place people recognize; the parcel names the jurisdiction that answers for zoning, services and schools. Plan-area lines, council districts and ZIP codes are three unrelated systems here, and address-level city tools settle what any of them only suggests.
