Living in Santa Rosa Valley

Santa Rosa Valley is an unincorporated Ventura County community and Census-designated place covering 7.214 square miles between Camarillo and Moorpark, with no city council, mayor or municipal government of its own. It sits in the Board of Supervisors' District 2, and building and planning permits are issued by the Ventura County Resource Management Agency rather than any city department, even though many addresses here carry Camarillo mailing addresses.

That mailing-address mismatch is the community's defining due-diligence fact. Camarillo's own GIS materials flag Santa Rosa Valley as a place whose addresses may sit in unincorporated county despite the postal city, so zoning, permits, code enforcement and services all run through the county. Work from the parcel or APN with the county's What's My Zoning tool, not the address line.

Fire protection comes from the Ventura County Fire Protection District, with Station 52 at 5353 Santa Rosa Road serving the valley. Hazard classification follows the district's 2025 Local Responsibility Area severity-zone update, adopted by Ordinance 33 on May 20, 2025, and is address and map dependent, which matters in a semi-rural valley where parcels can straddle zone boundaries and the highest zone applies to the whole parcel.

The valley's character is large-lot and equestrian, with Santa Rosa Road as its spine and landmarks including the Santa Rosa Technology Magnet School at 13282 Santa Rosa Road and Gerry Ranch on Rosita Road. Water arrangements, easements and agricultural adjacency carry more of a property's value here than in the surrounding cities, which makes county records the substance of any serious evaluation.
