Santa Barbara, CA

Hope Ranch

Cross Highway 101 heading toward the ocean west of Santa Barbara and you leave city jurisdiction behind: this stretch of coast is unincorporated land under Santa Barbara County, a status its own homeowners' association spells out in its governing rules, which require county land-use permits alongside the association's own design approval. Those rules trace to covenants the association recorded with the county in August 1995, and they still dictate what gets built today — lots must run at least 1.5 acres, with certain zones requiring 2.5 or 3.5 acres, structures top out at 25 feet near the coast and in the Laguna Blanca Heights area (30 feet elsewhere), and buildings on the widest easements sit back as much as 125 feet from the road. The neighborhood covers about 1,863 acres across 773 parcels, with the City of Santa Barbara forming its eastern edge and unincorporated Eastern Goleta Valley wrapping the north and west sides. Near its middle lies Laguna Blanca, a lagoon that comes and goes with rainfall after uplift along the Lavigia Fault blocked its old outlet to the sea; alongside it sits the golf course at La Cumbre Country Club, a course whose lineage runs back to a clubhouse built in 1909 and a 1925 redesign by a noted pair of golf-course architects. Drinking water arrives through a member-owned utility, La Cumbre Mutual Water Company, chartered in 1925 and now connected to more than 1,400 properties. Rather than city sewer lines, homes here run on private septic, and the county requires an inspection whenever one changes hands.

What defines it

The Housing Stock

Hope Ranch's recorded covenants describe its housing character: a 1.5-acre lot floor — 2.5 or 3.5 acres in some sections — with floor area and height allowances scaled to lot size rather than a fixed home type.

Frequently asked

Does Hope Ranch fall within Santa Barbara city limits?

It doesn't — Hope Ranch is unincorporated county territory. The homeowners' association's own governing rules confirm that Santa Barbara County, not the city, controls land use there, and that projects need a county permit on top of the association's own sign-off.

Where does Hope Ranch get its water?

From a member-owned water utility called La Cumbre Mutual Water Company, chartered in 1925 to serve the area. Everyone who owns land in its service territory holds a stake in the company, which today connects more than 1,400 properties.

Is there sewer service in Hope Ranch?

No — homes rely on private septic systems instead. The association's maintenance rules cover septic upkeep in detail, and county policy requires an inspection before a property can change ownership.

What's the smallest lot allowed in Hope Ranch?

The recorded covenants set a 1.5-acre floor, with two mapped zones requiring 2.5 or 3.5 acres instead. Those same covenants only address minimums — a maximum acreage figure isn't written into that document, whatever number might appear in outside listings.

Does Hope Ranch have its own police force?

No. Primary policing duty belongs to the Sheriff's Office for Santa Barbara County, consistent with the area's unincorporated status. A separate group called Hope Ranch Patrol operates under the association, but its own rules limit that authority to posting stop-work notices when construction happens outside permitted hours — it doesn't function as law enforcement.

How long is the trail network for horseback riding?

The association's own recorded covenants put the figure at "more than 22 miles of bridle trails," part of a system laid out alongside the earliest roads back in 1923. A commonly repeated 27-mile figure doesn't appear in that governing document.

What has to happen before someone can build or remodel here?

Two approvals are required — the county issues standard building permits, and a separate Architectural Board of Review, run by the association, signs off under its own covenants. Review covers floor area tied to lot size, height ceilings of 25 to 30 feet, and setbacks that can reach 125 feet on the widest road easements.
